hello - new here. Have a general question on MS Virtual serer

I have 64 bit System with 2 Quad Core CPUS and 16 GB ram for hardware. 

My question is related to the CPU resource Allocation.  Currently I have 5 Virtual servers running and it states that I have Max Capacity of 12.5 percent on each. All settings are default. When I added 5 more as a test the 12.5 remained the same?  Should it not have decreased?  the reason I ask is I want to add about 4 virtual servers and reduce their CPU usage, but when I tested using the Max Capicity of One CPU and set it really low, the others CPU did not increase?

Any ideas ?
