Memory error

Frequently, we are getting "Not enough memory error" while starting virtual machines. The physical box host multiple virtual machines and we have allocated sufficient memory to the virtual machines and physical box as well has enough memory.

What might be the reason for that? your thoughts?

which OS installaed on VM, is there SQL database is configured?
