Does VSS in hyper-v support host-level backups of VHD and iSCSI volumes in guest VMs?

Your backup options are really dependent on what you choose to use for backup. I've had great success backing up Hyper-V virtual machines with Microsoft Data Protection Manager 2010. It does leverage VSS and does a nice job protecting both the VM itself as well as the contents of the VM.

Veeam also backs up Hyper-V.
